NIHR’s Committee on Visiting Detention Places and Facilities Convenes its 37th Meeting

The National Institution for Human Rights (NIHR)’s Committee on Visiting Detention Places and Facilities has convened its 37th regular meeting, under the chairpersonship of D. Malallah J. Al-Hammadi, and membership of Mrs. Hala Ramzi Fayez, and Dr. Hooria Hassan. The meeting commenced with the committee reviewing the measures implemented in response to its previous decisions and recommendations.
Following this, the committee discussed the outcomes of its inspection at the hospitals linked to the Ministry of Health's Psychiatric Hospital. This visit was focused on assessing the human rights conditions and the quality of medical services provided, with a particular emphasis on ensuring that the medical staff faced no violations. Moreover, the committee carried out multiple scheduled and unscheduled visits to the Correction and Rehabilitation Center (in Jau) to observe the inmates' living conditions, address complaints received from inmates' families, and verify that all legally mandated rights were upheld. The committee also evaluated the steps taken concerning the recommendations for each visit and decided on the appropriate actions.
Additionally, the committee reviewed a plan for its field visits for the latter half of the year. This plan includes visits to several police directorates and centers to confirm that detainees' rights are being respected, along with visits to various healthcare, social care, and educational facilities, or any other locations suspected of human rights violations. These visits are planned in line with the committee’s duties as outlined in the statute that established the National Human Rights Institution.
